The source is already 16:9, and the scale factor is 0.5 on both axes (1920/3840 and 1080/2160 both equal 0.5), so the result is a straight half-scale re-encode. No crop or bars are needed because the shapes match; only the pixel dimensions change.
A 16:9 slide renders at standard pixel canvases such as 1920x1080, and 4:3 at canvases such as 1024x768. The tool rescales your image to exactly the chosen canvas, so the output's width and height match the slide's pixels and the file re-encodes at those dimensions. An image already in the target ratio is pure scaling: the picture looks identical, but the file's dimensions change.
Scaling cannot change an image's shape, so a 4:3 photo cannot become a 16:9 slide without cropping or padding. The tool resolves the mismatch by cutting away the overflowing part of the image so it fills the slide exactly, or by shrinking the whole image and filling the leftover band with empty space. Either way the delivered file has exactly the slide's dimensions; only the picture's content differs.

No. Resizing upward interpolates between existing pixels and softens the result no matter the quality setting, because the tool cannot invent detail the camera never captured. Resize only downward, and for large slides start from a source at least as large as the slide's own pixel size.
