A flat screenshot or design gets a three-dimensional tilt: pick the angle and depth, and the image is drawn as a plane receding toward a vanishing point, so the far edge is narrower than the near edge. It is a picture-plane transform of the image itself, not a camera render, so nothing else appears in the frame. The usual surprise is that this is perspective, not skew: skew slants an image while its edges stay parallel, but here the edges converge, and steep angles compress the far side of the image noticeably.

A zero angle leaves the image plane facing the viewer directly, so the transform is the identity. Every nonzero angle produces a trapezoid whose far edge is shorter than its near edge, so the effect grows only as the angle moves away from zero.
Rotating the plane around a horizontal or vertical axis makes one edge recede: the near edge keeps its width while the far edge shortens, and the side edges converge toward a vanishing point. A symmetric angle gives a symmetric trapezoid; combining the two axes yields a plane with no two sides parallel. The receding side of the plane is spread over fewer pixels, so the far region holds less detail.
The depth control gives the tilted plane a third dimension - typically a thickness edge at the far side, like the side of a phone or a slab of printed paper. The composition is flattened into a single downloadable image with no camera or lighting data, so the view cannot be re-rotated after export; changing the angle means running the tool again with new settings.
That is foreshortening: as the plane recedes, the far side is spread over fewer pixels, so fine detail there softens. Reduce the angle, or re-run the transform from a higher-resolution source image, and the far edge keeps more of its sharpness. Some compression is unavoidable at steep angles.
